On Thursday April 2 , 1998, the Senate Judiciary Committee made less technical jobs available for American students. It also assured that America's technical graduates would have to compete with lower paid foreign workers. The Senate approved legislation giving about 50,000 technical jobs to foreign workers. Members of the panel were responding to demands of the semiconductor industry. The semiconductor industry routinely contributes to these senators campaign funds, and got what it wanted. The Senators obediently raised the high tech worker's visa ceiling from the current 65,000 annual limit to a maximum 115,000 for each of the next five years. With an election year nearing, and the need for senate campaign funds heating up, this legislation got fast track treatment. It took only a few weeks to increase the labor pool of foreign technical workers and minimize the opportunities for America's college grads. One more example of how paying semiconductor manufacturers get more from their senators than passive students.
The bill was sponsored by Sen. Spencer Abraham, R-Mich., chairman of Judiciary's immigration subcommittee. Abraham used the traditional excuse that the senate must give the industry what it wants or the industry will relocate overseas. Abraham also opposed a rival bill to provide $100 million for American worker training and education programs by instituting a $250 visa application fee. Such a fee would make foreign technical workers available now, while increasing the supply of American technical workers. Abraham, however, did not want his corporate clients to have to pay these visa fees, and pushed through an alternative plan that would make American taxpayers pay for such a worker training fund.
